Council called to order by Mayor Amy Joseph on

Tuesday, August 15, 2017 at 7:30 pm at the Rockford Village Hall.

 

Invocation by Jeff Long

Also attending: Judy Koesters, Jeff Long, Srgt Stetler, Tom Stankard of the Daily Standard.

 

Motion Gehle. Second Fox to accept the agenda as orders of the day. Pontsler called for the question. Gehle = y, Fox = y, Pontsler = y, Now = y, Heitkamp = y. Passed 5 yes,

 

Motion Now. Second Heitkamp to accept the minutes from the

August 1, 2017 council meetings as presented. Gehle called for the question. Now = y, Heitkamp = y, Gehle = y, Fox = y, Pontsler = y. Passed 5 yes.

Mayor’s Report and Correspondence:

 

Mayor Joseph noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement.

 

Community Announcements and events:

 

The Larry Seibert Memorial Concert – featuring the Lima Area Concert band will be held on August 27th at 3pm at the Parkway High School Auditorium. Refreshments will be served after the concert. Adults $7 and Children 10-17 $5.   Proceeds benefit the Parkway High School Band.

 

Rockford Fire Department Chicken Dinner and Reverse Raffle – September 9th

 

8th Annual – Sock Hop on Market St @ The Belle – September 30th

 

“Soup”er Concert in the Park – October 8th – Shanes Park 11:30 am

 

Rockford Chamber Banquet – October 23rd – Community Building

 

 

 

Village Administrator’s Report – Jeff Long

 

Stop signs have been ordered.

 

Subdivision work slowed down as crew was needed at another site for some deadlines.

 

Request to fill in trench on Rockford West where road was cut. This will be patched along with Main st area when company in town.

 

Committee Reports

 

Finance Committee – Steve Gehle

 

Motion Pontsler to pay bills as submitted in the amount of $16,929.57 .  Second Fox. Gehle called for the question. Pontsler = y, Fox = y, Gehle = y, Now = y, Heitkamp = y. Passed 5 yes.

 

Motion Fox. Second Pontsler to accept the Mayors Court pay in of $1,522. Gehle called for the question. Fox = y, Pontsler = y, Gehle = y, Now = y, Heitkamp = y. Passed 5 yes.

 

Audit for 2015/16 will continue in house yet this week.

 

Service Committee:   Greg Pontsler – nothing

 

Safety Committee:     Chris Heitkamp

 

Have been working on the Stop sign / street sign list of needed signs. Will review with Jeff.

 

Economic Development Committee: Rob Rutledge – absent

 

Public Utilities Committee:  Wilbur Fox

 

ORDINANCE 04-17

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS, AND DECLARING AND EFFECTIVE DATE.

$1,598.73 total amount

 

1st reading 07/18/17

2nd reading – 08/01/17

3rd reading – 08/15/17

 

Motion Gehle. Second Pontsler to pass Ordinance 04-17. Fox called for the question. Gehle = y, Pontsler = y, Fox = y, Now = y, Heitkamp = y, Passed 5 yes.

Old Business

 

Question regarding handicap parking on Main St. Some discussion as to where it would be located Main St or Pearl St. Was decided on corner of Main and Pearl St.   Motion Gehle. Second Pontsler. Fox called for the question. Gehle = y, Pontsler = y, Fox = y, Now = y, Heitkamp = y. Passed 5 yes.

 

Question regarding Fall clean up day posted on Facebook – options are to charge a surcharge on trash bags to pay for it ? This is what other local towns do. We can advertise via Photo Star and Facebook that we have large item tickets available at the Village office. Most tickets are $5.00 and you put the large item out on Thursday with your normal trash. We can advertise this information on the next water bill also.   At this point we will continue to advertise that we already have a way to get rid of large items that do not fit in Mahargs bag.

 

The work continues to get area properties cleaned up.

 

 

New Business

 

Requesting quotes for a new skid loader– ours is a 1996 and it’s our most used piece of equipment.   We are looking at approx. $30,000 with trade in.

 

Srgt Stetler working with the State on the new ticket filing system. We have been approved for a grant for the mounting and printer. We would need a computer and the cost to install of approx.. $700.   Mayors court funds can be used as it’s for the court.   Motion Gehle. Second Pontsler to approve purchase to $700 to complete the process of the e ticket system. Fox called for the question. Gehle = y, Pontsler = y, Now = y, Fox = y, Heitkamp = y.
