Tuesday, January 17, 2016 at 7:30 pm at the Rockford Village Hall.

Mayor noted the receipt and review of the Mayors Court Pay in, bank reconciliation, and bank statement.
Community Announcements and events:
We will be scheduling a Community Days meeting soon. We are looking for volunteers to help with ideas and events.
Village Administrator’s Report – Jeff Long
Discussed naming the streets and subdivision. We will get some input from Andy and Barb Rogers by the next meeting.
Committee Reports
Nominations opened for the 2017 Council President. Pontsler nominated Steve Gehle. With no other nominations the council voted Pontsler = y, Fox = y, Heitkamp = y, Gehle abstain. Steve Gehle will be the 2017 Council President.
Finance Committee – Steve Gehle
Motion Pontsler to pay bills as submitted in the amount of $1463.66. Second Fox. Heitkamp called for the question. Pontsler = y, Fox = y, Heitkamp = y, Gehle = y. Passed 4 yes.
Motion Pontsler to accept the Mayors Court pay in of $1287.00. Second Fox, Heitkamp called for the question. Pontsler = y, Fox = y, Heitkamp = y, Gehle = y. Passed 4 yes.
Motion Fox to approve the December monthly financial reports –
Cash Summary by Fund, Appropriations report, Revenue Report,
Budget vs Actual activity report and Bank reconciliation. Along with the December monthly transfers and the 2016 supplemental appropriations. Second Heitkamp. Pontsler called for the question. Fox = y, Heitkamp = y, Pontsler = y, Gehle = y. Passed 4 yes.
Motion Heitkamp to approve the 2017 Purchase orders and blanket purchase orders. Second Pontsler. Fox called for the question. Heitkamp = y, Pontsler = y, Fox = y, Gehle =y. Passed 4 yes.
RESOLUTION 01-17
A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO SIGN A NOTE WITH THE PEOPLES HOLDING COMPANY, INC FOR THE PARKWAY UTILITY DEBT SERVICE AND THE FRONT STREET IMPROVEMENT DEBIT SERVICE FUNDS.

Important Changes to 2016 Village Income Tax
- All residents – 18 years and older MUST file a local income tax return. All municipalities are “Mandatory Filing”, even if you don’t work !! (Retired taxpayers that have no Earned income and have registered with the tax office as being retired – need not file a return)
- All individual and business returns are due by April 15th. Business returns with a F/Y ending date are due the 15th of the further month following the year end date.
- ALL RETURNS MUST BE SIGNED.
- A $25.00 per month late fee, up to 6 months or $150 will be added to any late filed returns – even if no tax is due.
- Late returns with balances due will be charged 15% penalty plus interest until balance is paid in full. Late fee must be charged per House Bill 5.
- *** Page 1 of your Federal 1040 MUST be attached along with all W-2’s and 1099’s.

AN ORDINANCE AUTHORIZING THE TRANSFER OF CERTAIN REAL ESTATE TO THE ROCKFORD COMMUNITY FIRE COMPANY, AND DECLARING AN EFFECTIVE DATE.

Need to check light poles since we have found one that was rotten.

Some concern about the new building floor being slippery. May need a dehumidifier.
New Business
Council would like to talk to Trailer Park owner Steve Meyer and go into executive session to discuss options.
