Council called to order by Mayor Amy Joseph on

Tuesday, July 18, 2017 at 7:30 pm at the Rockford Village Hall.

Motion Fox Second Pontsler to accept the agenda as orders of the day. Now called for the question. Fox = y, Pontsler = y, Now = y, Heitkamp = y. Passed 4 yes.

 

Motion Heitkamp. Second Now to accept the minutes from the

June 20, 2017 council meetings as presented. Pontsler called for the question. Heitkamp = y, Now = y, Fox = y, Pontsler = y. Passed 4 yes.

Mayor’s Report and Correspondence:

 

Mayor Joseph – noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement .

 

 

Community Announcements and events:

 

Parkway Ministerial sponsoring – Summer Lunch in the Parks – Rockford and Mendon – beginning Wednesday June 14th and each consecutive Wednesdays through August 16th.   Summer lunches provided by servants from various churches and held rain or shine. This is NOT a babysitting service.

 

 

Cheryl Ann Programs have been working in Mercer County for 50 years. To celebrate this anniversary, they are planting trees in Mercer County Parks. A tree planting ceremony will take place (at log cabin)

at Shanes Park in Rockford, on Wednesday – July 19th from 1 – 2 pm.   The public is welcome to attend. Ice Cream will be served after the planting.

 

Drug Take Back – provided by the Mercer County Sheriff Office will be held at the Rockford Fire Department on Saturday – July 29th from 9 am – noon.

Rockford EMS – Health Fair and Open House will be held at the Rockford Fire Department on Saturday, July 29th from 9 am – noon. They will be offering Blood Pressure checks, Glucose checks, CPR presentations, ambulance tours, free giveaways, and volunteer opportunities.

 

The Larry Seibert Memorial Concert – featuring the Lima Area Concert band will be held on August 27th at 3pm at the Parkway High School Auditorium. Refreshments will be served after the concert. Adults $7 and Children 10-17 $5.   Proceeds benefit the Parkway High School Band.

 

Rockford Fire Department Chicken Dinner and Reverse Raffle –

September 9th – time ?

 

8th Annual – Sock Hop on Market St @ The Belle – September 9th – 4pm

 

“Soup”er Concert in the Park – October 8th – Shanes Park 11:30 am

 

Rockford Chamber Banquet – October 23rd – Community Building

 

Request:   Anyone interested in heading up the Christmas at the Park decorating ?   Contact Village office.

 

 

Village Administrator’s Report – Jeff Long

 

We will be wrapping up the Columbia Street project soon. Crosswalks to be painted yet and small retaining wall a couple of the small projects to be completed.

 

We have begun to smoke the sewer system. We have not found any major problems. The project will continue this week and maybe into next week.

 

Shanes Crossing subdivision work has begun. We have 1 lot spoken for already. Work will continue into August.

 

Park Board President volunteer work has become more like a job. With the increased revenues with the new building, the park account can afford to pay $100 per month to show our appreciation. We are blessed to have Sandy taking care of Shanes Park!

Committee Reports

 

Finance Committee – Steve Gehle – absent.   Mayor Joseph asked for motions.

 

Motion Now to pay bills as submitted in the amount of $73,855.48.  Second Fox. Heitkamp called for the question. Now = y, Fox = y, Heitkamp = y, Pontsler = y. Passed 4 yes.

 

Motion Pontsler. Second Fox to accept the Mayors Court pay in of $1828.70. Now called for the question. Pontsler = y, Fox = y, Now = y, Heitkamp = y. Passed 4 yes.

 

Motion Fox to approve the monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report and Bank reconciliation:

monthly transfers, supplemental appropriations to date, and

3rd Quarter blanket certificates.   Second Now. Pontsler called for the question. Fox = y, Now = y, Pontsler = y, Heitkamp = y. Passed 4 yes.

 

Audit for 2015/2016 will begin in August.

Buckeye All Star Tournament last weekend

Chick Stewart Tournament this weekend – park will be busy!

Need trash dumped on Friday.

ORDINANCE 03-17

AN ORDINANCE AUTHORIZING THE SALE OF REAL ESTATE OWNED BY THE VILLAGE OF ROCKFORD, OHIO AND DECLARING AN EFFECTIVE DATE.

ORDINANCE 04-17

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS, AND DECLARING AND EFFECTIVE DATE.

Rules Committee:      Brad Now – nothing at this time.

 

Old Business

 

Village residents – We have 4 council seats on the ballot in November. If you would like to run for a seat. Information needs to be submitted to the Board of Elections by August 9th at 4 pm.

 

New Business

 

Jeff to order stop signs. Several ally ways need to be looked at for signage or replacements.

 

Village may pave the ally behind the Tastee – depends on the pricing.
