Council called to order by Mayor Amy Joseph on

Tuesday, October 3, 2017, at 7:30 pm at the Rockford Village Hall.

 

Invocation by Jeff Long

 

Pledge of Allegiance

 

Those present: Gehle, Rutledge, Fox, Pontsler, Now, Heitkamp

 

Also attending: Jeff Long, Srgt Stetler, Tom Stankard of the Daily Standard, Matt Suzuki and Chad Ransbottom.

 

Motion Fox. Second Now to accept the agenda as orders of the day. Gehle called for the question. Fox = y, Now = y, Gehle = y, Rutledge = y, Pontsler = y, Heitkamp= y. Passed 6 yes.

 

Motion Pontsler. Second Rutledge to accept the minutes from the

September 19, 2017 council meetings as presented. Fox called for the question. Pontsler = y, Rutledge =y, Fox = y, Gehle = y, Now = y, Heitkamp = y. Passed 6 yes.

Community Announcements and events:

 

“Soup”er Concert in the Park – October 8th – Shanes Park 11:30 am

 

Rockford Chamber Banquet – October 23rd – Community Building

 

Halloween activities – October 28th – Trick or Treat from 6 – 7:30 pm and

Judging @ the Firehouse at 8 pm.

 

Village Administrator’s Report – Jeff Long

 

Handicap parking on Main St. – have discussed with Terry’s Trim and Henkle Insurance – both ok with parking location.

 

Motion: Gehle to approve the designated handicap parking on Main St. in front of Terry’s Trim and Henkle Insurance. Second Fox. Pontsler called for the question. Gehle = y, Fox = y, Pontsler = y, Rutledge = y, Now = y, Heitkamp = y. Passed 6 yes.

 

Discussed a cross walk across Main St – at Pearl St.

 

Post office emailed a request to move one of the 15 minute parking areas to Main St.. Council discussed the issue and feels it’s safer for elderly to exit vehicles on Market St. instead of Main St. Request was denied.

 

Council also noted that business owners should be parking off Main Street to leave parking for customers.

 

Subdivision coming along – paving hopefully next week. 1 – 2 days.  Subdivision was seeded this week with a waterway seed ground cover just in time for the rain coming. Once the paving is complete the engineering firm will be placing pins for the official layout and we will be ready to sell lots. We will be marking lots so that people looking at the lots can get a good visual of size.

 

We have not heard anything on the WWTP upgrade grant.

 

 

 

Committee Reports

 

Finance Committee – Steve Gehle

 

Motion Rutledge to pay bills as submitted in the amount of $20,540.86.  Second Now. Heitkamp called for the question. Rutledge = y, Now = y, Heitkamp = y, Gehle = y, Fox = y, Pontsler = y. Passed 6 yes.

 

Motion: Pontsler. Second Heitkamp. to approve the monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report and Bank reconciliation: Fox called for the question. Pontsler = y, Heitkamp = y, Fox = y, Gehle = y, Rutledge = y, Now = y. Passed 6 yes.

 

Motion Fox to approve monthly transfers, supplemental appropriations to date and the 4th quarter Blanket certificates. Second Rutledge. Now called for the question. Fox = y, Rutledge = y, Now = y, Gehle = y, Pontsler = y, Heitkamp = y. Passed 6 yes.

 

Audit for 2015/2016 continues – should be completed by the end of October.

 

 

 

Service Committee:   Greg Pontsler

 

The Sock Hop was well attended with great weather !

 

Safety Committee:     Chris Heitkamp

 

There will be a Safety Committee meeting on October 17th at 7 pm.

 

Motion: Approval of the Rockford Disaster Recovery Plan –

Information Systems (Done previously but not noted in minutes with signatures and dates) Gehle. Second Fox. Pontsler called for the question. Gehle = y, Fox = y, Pontsler = y, Rutledge = y, Now = y, Heitkamp = y. Passed 6 yes.

 

 

Economic Development Committee: Rob Rutledge

 

We have a petition for annexation of adjacent territory by owner Barb Rogers.

 

There will be another petition sent to Dublin Township,

 

RESOLUTION 11-17

A RESOLUTION AUTHORIZING AN ANNEXATION AGREEMENT BETWEEN THE VILLAGE OF ROCKFORD AND DUBLIN TOWNSHIP WITH REGARD TO ANNEXATION OF .707 ACRES.

 

Motion: Fox. Second Pontsler. Gehle called for the question. Fox = y, Pontsler = y, Gehle = y, Rutledge = y, Now = y, Heitkamp = y. Passed 6 yes.
