Council called to order by Mayor Amy Joseph on

Tuesday, October 4, 2016 at 7:30 pm at the Rockford Village Hall.

Motion Rutledge Second Fox, to accept the agenda as orders of the day.  Gehle called for the question.  Rutledge = y, Fox = y, Gehle = y, Dooley = y, Heitkamp = y.  Passed 5 yes.

Invitation to the OML Annual Fall Conference to be held October 26th – 28th.

 

 

Upcoming Community events:

 

** Sunday – October 9th – Fire Department flushing hydrants

 

Christmas at the Park decorating – begins October 15th – need community involvement ~!  10 am – noon every Saturday.

 

October 29th – Halloween activities:   Trick or treat from 6:00-7:30 and Judging @ the Fire House 8:00 pm.

 

Village Administrator’s Report – Jeff Long

 

Mobilitie has contacted us with an alternate location for the tower on South Street. After some discussion as to any Village or Community Benefits – as of right now council feels as if we would be allowing a business to occupy space with no benefits such as income tax.  The other concern is what happens if several more companies want to come in and put up towers?  Do we need 5 or 10 towers in the area? At this time the consensus is no.

 

A new black metal roof was put on the water plant to replace shingles 10 years old. We had some water leakage.  Quote came in at $3950.  The water plant in good shape as we are at 50% capacity and could add an additional 33% with no problems.

 

Park projects – widening the entrance beside the log cabin, sidewalks from Holly Lane to the batting cage area. Need to have some discussion on the old building – use for storage or tear down.  The Pavilion some leakage inside the southeast corner – needs attention.

Motion Rutledge to approve the September monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation. Second Dooley.  Fox called for the question.  Rutledge = y, Dooley = y , Fox = y, Gehle = y, Heitkamp = y.  Passed 5 yes.

RESOLUTION 05-16

A RESOLUTION OF THE COUNCIL OF THE VILLAGE OF ROCKFORD, OHIO, DEEMING IT NECESSARY TO MAKE PUBLIC IMPROVEMENTS TO THE SIDEWALKS AND CURBS IN THE VILLAGE OF ROCKFORD, WEST COLUMBIA STREET RECONSTRUCTION PROJECT, TO BE PAID FOR IN PART BY SPECIAL ASSESSMENT PURSUANT TO CHAPTER 727.12 OF THE OHIO REVISED CODE.

 

We keep costs to residents as low as we can. These are estimates.  We won’t have the specific amount until after the bids come in.  We cut the sidewalks down from 5’ to 4’ in another effort to save money.   The County will handle the bidding process.  We are looking at November 10th to open bids.

RESOLUTION 06-16

A RESOLUTION AUTHORIZING AND DIRECTING THE ADMINISTRATOR OF THE VILLAGE OF ROCKFORD TO EXECUTE ALL DOCUMENTS RELATIVE TO THE COMMUNITY RECREATION PROJECT-PASS THROUGH GRANT AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES.

 

Motion: Fox. Second Rutledge.  Dooley called for the question.  Fox = y, Rutledge = y, Dooley = y, Gehle = y, Heitkamp = y.  Passed 5 yes.

A representative from Congressman Bob Latta’s office will be here on Thursday from 1:30 pm – 3 pm for anyone with questions regarding the federal government.
