Meeting Minutes: September 19, 2017

Council called to order by Mayor Amy Joseph on

Tuesday, September 19, 2017, at 7:30 pm at the Rockford Village Hall.

 

Invocation by Jeff Long

 

Pledge of Allegiance

Motion Gehle. Second Now to accept the agenda as orders of the day. Rutledge called for the question. Gehle = y, Now = y, Rutledge = y, Pontsler = y, Heitkamp = y. Passed 5 yes.

 

Motion Pontsler. Second Rutledge to accept the minutes from the

September 5, 2017 council meetings as presented. Heitkamp called for the question. Pontsler = y, Rutledge = y, Heitkamp = y, Gehle = y, Now = y. Passed 5 yes.

 

Visitors to Address Council:

 

Nancy Leighner thanked the Village Administrator, Village Employees, Fire Department, Volunteers and others that help make Rockford a good place to live.

 

Nancy and Marti continue to find ways to help out by weeding the splash pad and keep the area by the blue wall cleaned up and trash picked up.

 

Recently at a Bicentennial meeting, we found out that the blue wall (off Main St. ) would need sand blasted and cleaned for an art project with Shannon Painter Carpenter and the Parkway school.  They will be painting tiles to make a mosaic artwork on the wall. The rest of the wall will be painted with a mural – maybe a train.   Steve Gehle volunteered to help with the sandblasting of the wall. Maybe looking at pouring a cement pad in front as well.

Mayor noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement.

 

 

Community Announcements and events:

 

8th Annual – Sock Hop on Market St @ The Belle – September 30th

 

“Soup”er Concert in the Park – October 8th – Shanes Park 11:30 am

 

Rockford Chamber Banquet – October 23rd – Community Building

 

Halloween activities – October 28th – Trick or Treat from 6 – 7:30 pm and

Judging @ the Firehouse at 8 pm.

Motion Rutledge to pay bills as submitted in the amount of $62,886.94.  Second Pontsler Now called for the question. Rutledge = y, Pontsler = y, Now = y, Gehle = y, Heitkamp = y. Passed 5 yes.

 

Motion Rutledge to accept the Mayors Court pay in of $1,414.00. Second Now. Heitkamp called for the question. Rutledge = y, Now = y, Heitkamp = y, Gehle = y. Pontsler = y. Passed 5 yes.

 

Resolution 08-17

A RESOLUTION ACCEPTING THE LOCAL GOVERNMENT FUND: $27,728.00 – $6.63%

 

Motion: Pontsler. Second Now. Heitkamp called for the question. Pontsler = y, Now = y, Heitkamp = y, Gehle = y, Rutledge = y. Passed 5 yes.

 

 

Resolution 09-17

A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFIYING THEM TO THE COUNTY AUDITOR.

 

General Fund $24,332 and Current Expense $37,850.

Audit for 2015/2016 continues – should be completed by the end of October.

 

Service Committee:   Greg Pontsler

 

Motion Gehle to close Market St. on September 30th for the Sock Hop at the Belle at Noon. Second Rutledge. Heitkamp called for the question. Gehle = y, Rutledge = y, Heitkamp = y, Pontsler = y, Now = y. Passed 5 yes.

 

Reviewing the handicap parking – some of the business owners think that in front of Terry’s Trim and Henkle Insurance should be the location. Gehle asked Jeff to talk with those businesses and get their thoughts since it’s in front of their business. And do we really need 2 designated spots?

 

 

Safety Committee:     Chris Heitkamp

 

Stop signs have arrived and will begin the replacement project.

 

 

Economic Development Committee: Rob Rutledge

 

Opened the 1 sealed bid for the Pearl St. property. Maharg Properties bid $6025.00.   Although it wasn’t quite what council wanted, Motion by Gehle to accept the bid. Second Rutledge. Now called for the question. Gehle = y, Rutledge = y, Now = y, Pontsler = y, Heitkamp = y. Passed 5 yes.

 

Once payment has been received we will continue with the needed paperwork to continue with the sale.

 

ORDINANCE 05-17

AN ORDINANCE TO APPROVE THE SHANES CROSSING SUBDIVISION PLAT DRAWING – PHASE 1 AND THE RESTRICTIONS AND COVENANTS FOR RESIDENTIAL LOTS BEING CREATED AS PART OF SECTION 8 AND 17, BEING PART OF THE VILLAGE OF ROCKFORD, TOWNSHIP 4 SOUTH, RANGE 2 EAST, MERCER COUNTY, OHIO

 

Motion: Gehle Second Pontsler. Rutledge called for the question. Gehle = y, Pontsler = y, Rutledge = y, Now = y, Heitkamp = y. Passed 5 yes.

 

Curbs have been installed this week with street going in next week. There will be a sidewalk from Columbia St connecting to Rogers Ave in the Subdivision.

 

 

 

 

Public Utilities Committee:  Wilbur Fox – absent

 

Rules Committee:      Brad Now – nothing.

 

 

Old Business

 

Market St. building –   The building needs to come down. Jeff and Brad to talk to owner one more time. If no agreements can be made then the zoning and condemning the building will happen along with citations.   Other issues in the area need to be cleaned up as well.

 

Several junk and rubbish violations need addressed.

 

Tree limbs over sidewalks – Village to take care of ours and then we will begin to notify home owners. Trees normally get trimmed and planed in the fall.   We have 30+ trees coming in October.

 

Old Colonial ally way – no trough traffic signs. This becomes a problem once school starts with people trying to short cut. Paul will make announcement at school.   There are traffic and speed concerns. Suggested to issues a few tickets and that will get the word out.

 

New Business

 

Jeff explained the Mercer County Hazard Mitigation Plan – all county villages need to approve the plan to become County law.
