                        RECORD OF PROCEEDINGS:   Council called to order by Mayor Amy Joseph on Tuesday, July 2, 2019, at 7:30 pm at the Rockford Village Hall.   Invocation – Jeff Long   Pledge of Allegiance   Those present: Gehle, Young, Pontsler, Now, Heitkamp Fox – absent     Also attending: Leslie Gartrell – of the Daily Standard, Robby Peel, Jeff Long, Chief May   Motion Gehle . Passed 5 yes.     Visitors to Address Council:     Mayor’s Report and Correspondence: by Council President Steve Gehle   Mayor noted receipt and review of Mayors Court pay in, bank reconciliation, and bank statement.     Community Announcements and events:   Tuesday – August 13th – Brush pick up   Sunday – September 8th- Lima Area Concert Band – Parkway HS – 3 pm   Saturday – September 21st — Fire Department Chicken Dinner / reverse raffle           Village Administrator’s Report – Jeff Long     Mayor asked for Jeff to survey the village for weeds, junk, rubbish, etc. In conducting the survey there are 65 violations to our ordinance. 15 of those are the village responsibility and they will be addressed.   Jeff will be making contact with property owners via letters. We would like to get the properties cleaned up without having law enforcement involved. Reminder to residents that weeds should be no longer 8” tall. Several properties way over that limit. There are a couple of building / zoning violations to be taken care of also.   We are getting closer to celebrating our Bicentennial – 2020 – let’s clean up the town for our visitors next year and show pride in our community.   Park Board – will be purchasing another child play set – a revolution spinner. Other neighbors in the area keep up property. Flags will be placed on the grave markers, a 21-gun salute will be given, and TAPS will be played.   The Memorial Day parade will begin at approximately 11 am (When the band arrives) and travel north on Main street to the service at Hedges Park. This is the site where the new Veterans Memorial will be built. Meeting on May 18th with suppliers for a final tune up. We will be adding a dose of bugs to begin eating up the sludge – data says it works and will help make the treatment better. We are beginning to discharge usable water – this is all good news. Fremont increasing production seems to be working good also.   We are working on the park and getting caught up on the mowing – which has been challenging with weather conditions.   We had 22 applications for the open position and we will begin the interview process later this week.   The Service committee met last week and narrowed the field to 6 applicants.     Committee Reports   Finance Committee – Steve Gehle   Motion Young to pay bills as submitted – $ 22,068.68.
