Council called to order by Mayor Amy Joseph on

Tuesday, August 20, 2019, at 7:30 pm at the Rockford Village Hall.

 

Invocation – Jeff Long

Also attending: Tom Stankard – of the Daily Standard, Jeff Long, Chief May,

Motion Young. Second Gehle to accept the agenda as orders of the day. Now called for the question.   Young = y, Gehle = y, Now = y, Pontsler = y, Heitkamp = y. Passed 5 yes.

 

 

Motion Pontsler. Second Gehle to accept the minutes from the August 6, 2019 council meeting as presented. Heitkamp called for the question. Pontsler = y, Gehle = y, Heitkamp = y, Young = y, Now = y. Passed 5 yes.

August 19, 2019

 

To:   Village of Rockford Mayor and Council:

 

Thank you for the opportunity to be the Shanes Park Board President for the

last 15 years and on the board for at least 20 years.

 

It has been a wonderful way to give back to the Community.

 

I have made a lot of new friends. I have enjoyed helping make decisions for park improvements and seeing all the smiling faces of those families enjoying the park for graduations and reunion festivities.

 

Effective August 31st of this year, I will be stepping down and will be enjoying

retirement.

 

I have asked Jeremy and Amy Joseph to take over at this time and will be available to help them transition until the end of the year.

Council to Sandy — Thanks for all you and board have done with the park – it’s truly a bright spot in our village.

 

Marlene – Sandy has been greatly appreciated through the years as she has made visitors to the buildings and park feel so welcome. She has done a great job !

 

Amy – states she is honored to try to fill some big shoes !   She will be working closely with Sandy for the transition. They have had discussions on some further visions for the park.

We need Shanes Park Board members – anyone interested in volunteering ———please contact number above.   Meetings once per month and making decisions on park improvements.

 

Mayor noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement.

 

 

 

 

 

 

 

Community Announcements and events:

Saturday – October 26th – Halloween – – 5 pm – 6:30 pm. Judging at the Firehouse at 7 pm.     * new hours began last year 

 

 

 

Village Administrator’s Report – Jeff Long

 

Veterans Memorial work continues – concrete work by the end of the week.

 

Trailer park – continuing to haul dirt – want to seed the trailer park and the memorial yet this fall.

 

We are getting ready to place sewer lines for new business and new home in the subdivision.

 

Water tower inspection last week – waiting on reports. Will we rehab current or demo and build new?   We are in the process of looking for funding sources – Clean Water grants.   At this time the leak has been plugged.

 

 

 

Committee Reports

 

Finance Committee – Steve Gehle

 

Motion Pontsler to pay bills as submitted – $214,916.61 most for WWTP project. Second Young. Heitkamp called for the question. Pontsler = y. Young = y, Heitkamp = y, Gehle = y, Now = y. Passed 5 yes.

 

Motion Pontsler to accept the Mayors Court pay in of $531.00. Second Young. Heitkamp called for the question. Pontsler = y, Young = y, Heitkamp =y, Gehle = y, Now = y. Passed 5 yes.

Audit – 2017/2018 – Still have no definite dates or quote

 

Service Committee:   Greg Pontsler

 

Safety Committee:     Chris Heitkamp

 

Motion Young. – Approval of update Rules and Regulations for the Rockford Police Department.   The update is the Extra Duty employment pay rate ($35 per hour) and the contract for the Extra Duty employments.   Second Now.   Heitkamp called for the question. Pontsler = y. Passed 5 yes.

 

 

Economic Development Committee: Shane Young

 

The naming of the Bridge over the St. Mary’s – 118 North will be done by resolution once we have an agreement of the name.   Currently taking suggestions.  Can be emailed to lisa.kuhn@rockfordohio.org.

This will be done as another way to celebrate our community and Bicentennial.

 

Public Utilities Committee:  Wilbur Fox – absent

 

Utility News – We are in the process of setting up a program so residents can look up their own account information online using their account # and Last name. This will be located on the web site rockfordohio.org on the taxes and utility page near above the payment link.

 

We will also be asking residents to email their email address if they are interested in getting their water bills via electronic instead of by postal service.

 

Time frame – September / October on these updates.

 

 

Rules Committee:   Brad Now

 

Former Parkway exchange student visited the area over the weekend. Hadn’t been back to Rockford in 20 years.   Was impressed with how the village looks and all the improvements in that time frame.
