            RECORD OF PROCEEDINGS:   Council called to order by Mayor Amy Joseph on Tuesday, January 17, 2016 at 7:30 pm at the Rockford Village Hall.   Invocation by Village Administrator – Jeff Long   Pledge of Allegiance   Those present: Gehle, Fox, Pontsler , Heitkamp. We are looking for volunteers to help with ideas and events.     Village Administrator’s Report – Jeff Long   Discussed naming the streets and subdivision. We will get some input from Andy and Barb Rogers by the next meeting.           Committee Reports   Nominations opened for the 2017 Council President. Pontsler nominated Steve Gehle.  With no other nominations the council voted Pontsler = y, Fox = y, Heitkamp = y, Gehle abstain.    Steve Gehle will be the 2017 Council President.     Finance Committee – Steve Gehle   Motion Pontsler to pay bills as submitted in the amount of $1463.66. Please review and if not more changes, we should be able to approve at the next meeting.   We are planning leaf pick up through – Monday – December 12th.   Projects are proceeding no updates to report at this time.   The county approved the Columbia St bid to PAB Construction. In discussion there were several changes such as requirement of sidewalks and hard surface driveway.   Still discussing the square footage and the 30% brick or rock requirement.  Jeff will do some research and be emailing updated information.  This will be further discussed at the next meeting with plans to approve the information for the subdivision.   We opened bids for the Columbia St. project. Low bid was PAB Construction from Coldwater.  Engineering estimate was $820,000 and the bid came in at $714,000.  We are looking forward to working with PAB.  Construction set to begin February and finish up late spring of 2017.  We are working with a 637,000 grant and up to 337,000 0% interest loan.   We should be receiving the final plans for the subdivision by the end of the week. We may then try to work with the same contractor on the Subdivision for water / sewer/ storm line.   WWTP...

After some discussion as to any Village or Community Benefits – as of right now council feels as if we would be allowing a business to occupy space with no benefits such as income tax.  The other concern is what happens if several more companies want to come in and put up towers?  Do we need 5 or 10 towers in the area? At this time the consensus is no.   A new black metal roof was put on the water plant to replace shingles 10 years old. We had some water leakage.  Quote came in at $3950.  The water plant in good shape as we are at 50% capacity and could add an additional 33% with no problems.   Park projects – widening the entrance beside the log cabin, sidewalks from Holly Lane to the batting cage area.
