                        RECORD OF PROCEEDINGS:   Council called to order by Mayor Amy Joseph on Tuesday, March 21, 2017 at 7:30 pm at the Rockford Village Hall.   Invocation by Village Administrator – Jeff Long   Pledge of Allegiance   Those present: Gehle, Rutledge, Fox, Pontsler , Heitkamp = absent.       Also attending: Roger and Nancy Harlamer,  Srgt Stetler,  Brad Now and Tom Stankard of the Daily Standard   Motion Fox. We have received the WWTP permit to install.   The Park project coming along. We hope to be planting grass in about 3 weeks.  Hoping all is completed by Community Days.   The Pearl St. property – The School Board has waived the back taxes on the property. We are extremely thankful to them for that.  We will now work to get the rest of the back taxes waived.  We are working to get this a viable property.   We will be reviewing the final subdivision covenants at the next meeting. Please review and if not more changes, we should be able to approve at the next meeting.   We are planning leaf pick up through – Monday – December 12th.   Projects are proceeding no updates to report at this time.   The county approved the Columbia St bid to PAB Construction. In discussion there were several changes such as requirement of sidewalks and hard surface driveway.   Still discussing the square footage and the 30% brick or rock requirement.  Jeff will do some research and be emailing updated information.  This will be further discussed at the next meeting with plans to approve the information for the subdivision.   We opened bids for the Columbia St. project. Low bid was PAB Construction from Coldwater.  Engineering estimate was $820,000 and the bid came in at $714,000.  We are looking forward to working with PAB.  Construction set to begin February and finish up late spring of 2017.  We are working with a 637,000 grant and up to 337,000 0% interest loan.   We should be receiving the final plans for the subdivision by the end of the week. We may then try to work with the same contractor on the Subdivision for water / sewer/ storm line.   WWTP...
