Council called to order by Mayor Amy Joseph on

Tuesday, October 2, 2018, at 7:30 pm at the Rockford Village Hall.

 

Invocation – Jeff Long

 

Pledge of Allegiance

 

Those present: Gehle, Young, Now, Pontsler, Heitkamp

Fox – absent

 

Also attending: Tom Stankard of the Daily Standard, Robby Peel, Brett Peel,

Chief May.

 

Motion Now. Second Pontsler to accept the agenda as orders of the day. Heitkamp called for the question.  Now = y, Pontsler = y, Heitkamp = y, Gehle = y, Young = y. Passed 5 yes.

 

Motion Pontsler. Second Young to accept the minutes from the

September 18, 2018 council meeting as presented. Gehle called for the question.

Mayor’s Report and Correspondence:

 

Invitation to the Leota Bruan – Annual Harvest Celebration on

October 28th.   Encouraged council to attend.

 

Letter from Joyce Emans – would like to take care of flowers at the park with same agreement as last year.   Will discuss with budget – Thank you. The park is beautiful.

 

 

Community Announcements and events:

 

Wednesdays each week – Community Meal at the Rockford United Methodist Church at 5:02 pm. – after Kids Club – no school/no meal.

 

October 6th – Community Movie Night – 7 pm – Free will donation @ the

Rockford United Methodist Church showing – Paul – The Apostle of Christ

 

October 8th – Rockford Chamber Banquet at 6 pm

Rockford Community Building –RSVP to Village Office – $20 per person

Includes meal catered by Rockford Carry Out.

 

 

October 20th – The Bulldogs – Community Dance – a fundraiser for the Bicentennial. Doors open at 6 pm. Dance starts at 7 pm. – $10 per person

Giveaways, Hoola Hoop Contest, Concessions include – Fried Bologna, Corn Dogs, Big Dill Pickles, Coney Dogs, Root Beer Floats and Sundaes !

 

October – 27 – Trick or Treat 5-6:30 pm

Judging at the Firehouse at 7 pm.   * PLEASE NOTE TIME CHANGES ! 

 

  • Laura Putman Photography will be at Shanes Park from 4 -5 pm before Trick or Treating taking FREE photos of your children in costume.     Thanks for this public service!

 

 

Village Administrator’s Report – Jeff Long

 

Request permission to put up a stop sign at the alley behind Carry Out going into Market St.

 

Motion Gehle.   Second Pontsler. Young called for the question. Gehle = y, Pontsler = y, Young = y, Now = y, Heitkamp = y. Passed 5 yes.

 

Request that the Bicentennial Committee fundraisers and events be under the direction of the Village of Rockford for insurance purposes.

Wastewater treatment plant improvements will begin in appox. 2 weeks with completion date late spring / early summer… weather permitting !

 

Trailer park – all trailers have been removed. Maharg done with his portion and we have begun tearing out concrete.

 

 

Committee Reports

 

Finance Committee – Steve Gehle

 

Motion Now to pay bills as submitted – $ 42,523.67. Second Young. Heitkamp called for the question. Now = y, Young = y, Heitkamp = y, Gehle = y, Pontsler = y. Passed 5 yes.

 

 

 

Motion Young. to approve the monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report and Bank reconciliation. Second Pontsler. Now called for the question. Young = y, Pontsler = y, Now –y, Gehle =y, Heitkamp = y. Passed 5 yes.

 

Motion Pontsler to approve monthly transfers, supplemental appropriations to date and 4th Quarter blanket purchase orders. Second Heitkamp. Now called for the question. Pontsler =y, Heitkamp = y, Now = y, Gehle = y, Young = y,

Passed 5 yes.

 

Finance meeting was held on September 25th. Items discussed were 2019 budget, Tom Beahrs request regarding retire / rehire.

 

Rockford Village tax levy will be on the November ballot – no new taxes.

 

Motion Heitkamp to enter into Executive Session regarding personnel / pay rates. Second Now. Pontsler called for the question. Heitkamp = y, Now = y, Pontsler = y, Gehle = y, Young = y. Passed 5 yes. 7:50pm

No action taken.

 

 

Rockford Village tax levy will be on the November ballot – no new taxes.

 

Budget 2019 meeting schedule for October 9th at 7 pm.   Items to discuss – pay increases, police coverage/ jobs, water / sewer rate structure will be changing.

Will plan to have first reading on ordinances at the next meeting.

 

 

Service Committee:   Greg Pontsler

 

Park work list is being chiseled away. Gutters have been cleaned and gutter guards installed.

 

 

Safety Committee:     Chris Heitkamp

 

Handicap space seem to be working out good.

 

 

 

Economic Development Committee: Shane Young

 

A lot of neat things coming up for the Bicentennial.   There is a Community Dance October 20th featuring live music by The Bulldogs. The south wall of the fire station has been primed for the mural.

 

Public Utilities Committee:  Wilbur Fox – absent

 

WWTP improvements to start in 2 weeks. Water and sewer rate structure will be changing.

 

 

Rules Committee:      Brad Now

Tree at park needs to come down by Village employees.
